1)Adobe Photoshop (CS2 recommended).
2)A little skill on how to operate Photoshop.
Step I)
Open the photo to whom you wanna give the effect in photoshop.
I used this one.
STEP II)
Go to Filter>Artistic>Dry Brush.
Set th values as
BRUSH SIZE - 3
BRUSH DETAIL - 10
TEXTURE - 1
STEP I)
STEP III)
Duplicate the Layer -> Layer>Duplicate Layer 'or' press ctrl + J
on keyboard.
STEP IV)
Apply Gaussian blur. Filter>Blur>Gaussian blur
Set the radius = 6.0
Step V)
Change the blend mode of the duplicate layer to 'Overlay' from 'Normal' as shown in the image below.
Step VI)
